Town works to conform with new solicitation laws | Collierville Independent

Local municipalities are working to conform with recent court rulings that prevent the prohibition of commercial door-to-door sales.

The Collierville Board of Mayor and Aldermen approved an amendment to the town’s temporary sales ordinance on second reading Monday night that lifts the town’s ban on door-to-door solicitation.

The new amendment is meant to comply with new legal standards that require the town to allow commercial door-to-door sales and “create a legal framework through which commercial solicitations can occur.”

Companies carrying out door-to-door sales will now be required to obtain permits from the town.

The ordinance will prohibit all door-to-door solicitations at addresses registered on a town “Do Not Knock” list. The town will create a web page where residents can register their address. Vendors will be prohibited from soliciting at these registered addresses.

The ordinance will also prohibit sales at residences with signs, stickers or placards indicating “No Solicitation” or “No Trespassing.” The town will design a non-solicitation sticker and make it available to all residents.

In other news:

• Board members approved the purchase of five new police cars for $117,780 from Golden Circle Ford in Jackson, Tenn.

• Board members gave approval to repave Natchez Street and part of Washington Street.

• On first reading, board members approved amendments and additions to the town’s codes concerning animals.

The amendments include, “It shall be unlawful for owner or handler of any dog to allow or permit such dog to go uncontrolled by the owner upon the premises of another without the consent of the owner of the premises or other person authorized to give consent…It shall be unlawful for any person to keep or harbor more than three dogs over three months of age on his or property at any one time, unless the person shall hold a valid license issued by the office of the Shelby County Trustee and the office of the Collierville Town Clerk to operate an animal kennel…It shall be unlawful for an owner to keep, harbor or permit to remain on or about the premises of such owner any noisy dog.”
