New sidewalks slated for Allison Heights

Infrastructure maintenance and improvements are a constant need, and the Board of Mayor and Aldermen prioritize capital investment projects annually when planning the budget. 

The Allison Heights subdivision sidewalk improvement project was approved in the Town’s FY 20-21 capital investment plan but will be completely funded using Community Development Block Grant funding.

The Allison Heights subdivision is located east of Center Street and north of Highway 72. The sidewalk improvement project is scheduled to start at the end of this year and finish in March of 2023.

“Since 1993, we have spent six million seven hundred thousand dollars ($6,700,000) on twenty improvement projects using Community Development Block Grants,” said Town Engineer Dale Perryman. “We have invested a lot in our areas qualified for block grants, and hopefully that funding will continue.”

The Community Development Block Grant (CDBG) Program is provided through the United States Department of Housing and Urban Development (HUD). Funds must be spent to meet one of three broad national goals: aid low and moderate-income persons; prevent or eliminate slum or blight conditions or meet an urgent need that threatens health or safety. For residents in Allison Heights, the sidewalks will provide a safe place to walk in their neighborhood.

The Allison Heights Sidewalk Improvement project was proposed in February of 2021, when the BMA accepted an initial Community Development Block Grant from Shelby County in the amount of $200,000. That grant was followed by another of the same amount, bringing the total grant amount to $400,000. Bids were received in March of this year but were rejected by the BMA on March 22 due to the lowest bid amount being $184,123.00 over the amount available for the project. Shelby County subsequently offered the Town an additional $125,000.00, which was administrative accepted on August 31, 2022.

The Board of Mayor and Aldermen (BMA) voted to approve a contract with Delgado General Corporation to do the improvements on Monday, November 14, 2022, at their regular BMA meeting. The vote was unanimous to accept Delgado’s bid of $474,639.00. 

The project was designed in house by Town staff and will take an estimated 60 days to complete.   

The improvements will include:

3700 feet of sidewalk

7 new ADA compliant curb ramps

New ADA compliant driveway aprons

The relocation of mailboxes and water meters where needed]

Demolition of old driveway aprons

Traffic control, grading, knee walls, sodding and a project sign
