Local development looks to break from Memphis sanitation

By Graham Sweeney

A developer in Collierville is attempting to break away from Memphis’ sewer treatment providers.

Next week, the town’s Board of Mayor and Aldermen will discuss a sewer relocation project for the Gallina Centro planned development that expresses an “intent to disconnect from the City of Memphis.”

In May 2020, an agreement was approved between Collierville and Memphis that states “any sewer within Collierville’s town limits that flows to the city of Memphis treatment facilities will be charged for the transportation and treatment of sewage.”

According to Town Engineer Dale Perryman, the town “expressed its intent to disconnect from the city of Memphis in 2020 in the Gallina Centro area,” which is located at 3650 S. Houston Levee Road.

“Due to COVID-19, easement acquisition, changing of town staff, environmental permitting, and plan approval, it was longer than anticipated to get to the construction stage,” he noted.

The project would include nearly 1,800 feet of 10-inch sanitary sewer lines and seven manholes.

A 120-day contract will be considered by the town for $715,154 to complete the work.

Forty six vendors were notified of the job, Enscor is the recommended provider by town staff.

Enscor is a government administration company based out of Cordova.

Shelby County has a small maintenance area that includes Cloverhaven and East Acres near the City of Millington and the Windchase of Berryhill Subdivision in north Cordova. The county also maintains treatment facilities for E.E. Jeter and Mt. Pisgah schools, Youth Villages Dogwood Campus and the Bolton Estates Subdivision. A majority of the sanitary sewer collection system in the unincorporated area is maintained through the City of Memphis or other municipality that provides the treatment services.
